H.R. 6046 would require the State Department to re-designate the Houthis as a Foreign Terrorist Organization, thereby expanding restrictions against the Houthis terrorizing Yemeni civilians and threatening global commerce. Chairman McCaul highlighted the case of Mark Swidan, a Texan held hostage by the CCP for more than a decade for a crime he never committed.
