H.R. 3924, Global Development Lab Act of 2015
February 22, 2016
To establish in the United States Agency for International Development an entity to be known as the United States Global Development Lab, and for other purposes.
Maternal mortality remains unacceptably high in the developing world, with one woman dying every two minutes from largely preventable pregnancy-related complications. H.R. 3924, the Global Development Lab Act, introduced by Rep. Castro (D-TX), encourages support for low-cost, high impact innovations to combat maternal mortality and other global health challenges, through a "pay-for-success" model in which innovators receive funding only after proving the success of their approach. The bill passed the House on September 21, 2016.
