Enclosed is a report from the House Foreign Affairs Committee, the House Armed Services Committee, and the House Permanent Select Committee on Intelligence which aims to answer critical questions about U.S. and allied support for Ukraine and present a proposed plan for victory where we win, and Russia loses. Russia, and an alliance consisting of China, Iran, Iran’s proxies (like Hamas and Hezbollah), and North Korea, are working together to undermine American interests around the world. Their goal is to diminish the U.S. economy, fracture key alliances, and establish a new world order of totalitarianism. The United States has not faced a more dangerous array of adversaries since World War II.
Russia’s war against Ukraine has become a bellwether to see if the United States and the rest of the free world can stand up to unprovoked aggression. We in Congress have a responsibility to defend freedom from the likes of Russia, China, and Iran. Many of you have questioned why we should support Ukraine, and this report will not only address your questions but will provide you with the information to inform others, especially our constituencies, why our support is needed.
The report includes: An analysis of why a victory for Ukraine in Russia’s unprovoked war of aggression is in the U.S. national interest; A rundown of existing accountability measures and a detailed description of new accountability measures put forward by House Republicans in the State & Foreign Operations appropriations bill, Department of Defense appropriations bill, and the National Defense Authorization Act (including a U.S. strategy requirement and a cost- matching requirement with other donors for non-security assistance) to ensure aid to Ukraine is not a “blank check”; A breakdown of critical burden sharing statistics, including the latest figures which illustrate how many in Europe are paying their fair share, including more than the U.S., in terms of economic and humanitarian assistance for Ukraine; A timeline of the Biden administration’s continual delays of providing needed weapons that have prolonged the war and examples of where Congressional Republican pressure forced the administration to transfer key weapon systems to Ukraine; and A broad outline of a plan for victory which includes requiring the administration to adopt a credible strategy for a Ukrainian victory, strengthening existing accountability measures, transferring weapons to Ukraine at the speed of relevance, ratcheting up sanctions and export controls on the Putin regime to defund its war machine, and pressuring the administration to galvanize the G7 and EU to transfer the $300 billion in frozen Russian sovereign assets to Ukraine.
Make no mistake, U.S. support for Ukraine is not charity. After President Biden’s disastrous withdrawal from Afghanistan, supporting Ukraine to defeat Putin’s invading forces is critical to restoring American deterrence in Europe, the Middle East, and the Indo-Pacific. Our adversaries are watching, and this proposed plan for victory will ensure that Ukraine is able to make the needed advances on the battlefield to force Putin to the negotiating table. Otherwise, the power vacuum of a Putin victory in Ukraine would usher in a more dangerous world for the United States and our allies and partners.
