Turn your academic research into foreign policy. Republican staff for the Committee on Foreign Relations in the House of Representatives are seeking doctoral students who can use their knowledge and insights from their research on international relations to help us write the Department of State Authorization Act for Fiscal Year 2026. The Act governs the State Department’s financial expenditures and activities as it advances America’s interests abroad. The Committee is especially interested in research focused on efficiency of diplomatic efforts with measurable return on investment in national security or economic prosperity, but people researching other topics should also feel free to apply.

Duties will include researching existing laws and regulations, advising Committee staff and Members, and drafting legislation. Fellows can expect to participate in meetings, brief key decisionmakers, and gain valuable experience in the congressional policy process. This is a paid Fellowship to work in Washington DC this Summer on a schedule that is flexible to the Fellow’s commitments to their institution.
