H.R. 3030, To help prevent acts of genocide and other atrocity crimes, which threaten national and international security, by enhancing United States Government capacities to prevent, mitigate, and respond to such crises.

Chairman Smith on the hearing: “The lives of people around the world with HIV, malaria and other ailments rely upon the timely delivery of vital medications. We must ensure that our global supply chain delivers treatment as quickly and efficiently as possible. Because of vigorous congressional oversight to date — including numerous meetings with officials from PEPFAR, USAID and USAID’s implementing partner Chemonics International, as well as field inspections — we are seeing improvements in USAID’s delivery process under this unwieldy $9.5 billion contract, but not enough to call it a success. Our hearing will examine both the lessons learned thus far and what changes must be made going forward, so that patients awaiting life-saving drugs will no longer be met with empty excuses.”
